تقييم درجة تطور ونضوج نظم الموارد البشرية: معاييـر مقتـرحة

مع تـزايد أهمية الأصول غيـر الملموسة في المنظمات الحديثة، بدأ الاهتمام بإيجاد آلية لتقييم نظم وممارسات وسياسات الموارد البشرية. قدمت الأدبيات حديثًا مفهومًا جديدًا أطلقت عليه نضوج الموارد البشرية، وقُدمت العديد من النماذج لتوصيف المراحل المتدرجة لهذا التطور والنضوج. ورغم الإسهام الذي قدمته هذه النماذج، إلا أنها رکزت في مجملها على تقييم نظم الموارد البشرية من خلال معيار رئيس، وهو معيار درجة تقدم ممارسات الموارد البشرية.
هدفت الدراسة الحالية لمراجعة الأدبيات الخاصة بهذه النماذج، والعمل على تطويـرها وتنميتها من خلال إضافة معاييـر جديدة لتقييم نضوج نظم الموارد البشرية بصورة أکثـر شمولاً. قدمت الدراسة سبعة معاييـر مقتـرحة هي: مواصفات القائم بأعمال إدارة الموارد البشرية، ومستوى التوافق/ التکامل الأفقي بيـن ممارسات الموارد البشرية، ومستوى التوافق/ التکامل الرأسي بيـن ممارسات الموارد البشرية والاستـراتيجية الکلية للمنظمة، والدور الاستـراتيجي لإدارة الموارد البشرية، ودرجة الاستعانة ببيوت الخبـرة والمؤسسات الاستشارية الخارجية المتخصصة في الموارد البشرية، ومدى وجود آليات لمراجعة وتقييم منظومة الموارد البشرية، ودرجة اعتماد إدارة الموارد البشرية على تکنولوجيا المعلومات IT.
قدمت الدراسة الحالية تصنيفًا مقتـرحًا للمستويات المتدرجة لکل معيار من المعاييـر المقتـرحة لتقييم نضوج نظم الموارد البشرية. ستساهم هذه المعاييـر المقتـرحة والتصنيفات الخاصة بها في تطويـر وبلورة مفهوم نضوج الموارد البشرية بشکل أفضل، وإثـراء النماذج الخاصة به، کما ستساهم في تقديم أساس أعم وأشمل لتقييم منظومة الموارد البشرية بالمنظمات.
