قياس أثر استخدام الموازنة التشارکية علي تحسين کفاءة وفعالية الإنفاق العام في مصر: دراسة مقارنة

يهدف البحث قياس أثر استخدام الموازنة التشارکية علي تحسين کفاءة وفعالية الإنفاق في وحدات الحکومة المحلية بمصر: دراسة مقارنة.
لتحقيق هذه الأهداف اعتمد الباحث على استطلاع رأى مجموعة من المواطنين القاطنين بمنطقتي منشية ناصر (تطبق الموازنة التشارکية) ومنطقة الدويقة (لا تطبق الموازنة التشارکية) وبعض العاملين والمسئولين في وحدات الحکم المحلى بالحي، من أجل قياس مدى تأثير تطبيق الموازنة التشارکية على تحسين کفاءة وفاعلية أداء المسئولين الحکوميين بالمحليات، وانعکاس ذلک على توفير العديد من المزايا لسکان الحي المطبق به الموازنة التشارکية ، مقارنة بحي شبيه له لا يطبق الموازنة التشارکية. 
توصل الباحث إلى وجود تأثير إيجابي للموازنة التشارکية على زيادة إيرادات الحي، وإعادة توجيه الاستثمارات إلى البنية الأساسية في الأحياء الأکثر فقرا، وزيادة تحصيل الإيرادات المالية للبلدية من الضرائب والرسوم الأخرى، وانخفاض نسبة التهرب الضريبي، وزيادة مستوى الشفافية والإفصاح عن موارد الدولة وطرق استخداماتها، وإعطاء صورة عن الأداء الحکومي تتصف بالدقة والمصداقية، مما يحسن من عمليات تقييم الأداء الحکومي بالمحليات، ويساعد في الکشف عن الفساد وإخضاع المخالفين للمساءلة.
اعتمادا على النتيجة السابقة أوصى الباحث بضرورة توفير البيئة الملائمة، والإمکانيات اللازمة، لضمان التطبيق الجيد للموازنة بالمشارکة، ومحاولة التغلب على الصعوبات، والتحديات التي تعرقل عملية تطبيقها، للاستفادة بما تحققه من مزايا على جميع المستويات، بدءًا من المواطن العادي، ووصولا إلى الاقتصاد الکلى للبلاد.
